Ombudsman Program
As part of the its continuing efforts to offer a more business friendly approach to the permitting process, the City of Daytona Beach has established an ombudsman program to assist developers and business owners in navigating projects through the city’s permitting process.
Emory Counts, the city’s economic and community development director, will serve as the ombudsman. As part of his duties, he will help facilitate communication between interested parties and staff. Additionally, he is available to answer development questions, provide support and help streamline the process of obtaining approvals and permits. 

As a senior staff member, he has extensive knowledge of the city’s procedures, codes and policies.
