Permits

We want to make it easy for you to use our parks and facilities, so we have developed these guidelines for obtaining the necessary permit(s).  

There are three types of Permits. Private Event, Community Event, and Tourism Event. Anyone wishing to hold an event must secure a permit prior to advertising, conducting, maintaining, selling or furnishing tickets for the event.  Permits will be issued on a first come first serve basis, except during major event periods, at which time a competitive process may be used to determine the highest and best use of available City property.

Private Event Permit

Private events involve the personal use of City-owned or controlled land with attendance by more than one person and less then 500 people and is not open to the general public. Such private events or activities shall include but are not limited to weddings, picnics, family reunions, and birthday parties. These events may include serving food, beverages, alcohol, one source of amplified sound and tents/canopies.

Submit no later than 30 days prior to event:
Completed application and refundable damage deposit
All estimated City service fees

Community Events

Community Events take place on one specific City-owned or controlled property for up to three days, in which the general public is invited to participate and takes place during a non-major event period. These events shall include but are not limited to cultural events, festivals, parades, athletic events, concerts and dances. These events may include four stages with any additional stages subject to City Commission approval, amplified sound, tents/canopies totaling less than 10,000 square feet, food and beverage sales, corporate signage, and carnival rides. Event– related vending may take place for up to three days for events taking place from the day after labor day until January 31st. Events taking place from February 1 through Labor Day may have event–related sales for one day only. Permits will be issued on a first come first serve basis, except during major event periods, at which time a competitive process may be used to determine the highest and best use of available City property.

Submit in person or by certified mail to the Cultural Services Office no earlier than 330 days and no later than 45 days prior to event:
$150 non-refundable permit fee
Community Event Application

Detailed site plan, signed agreement, all fees due, proof of liability insurance coverage, listing the City as additionally insured, and an executed Hold Harmless agreement must be submitted to the Cultural Services Office no later than 20 days prior to event.

Tourism Events

Major events are any community event that takes place in one or more City-owned or controlled location and is open to the general public and demonstrates efforts to establish a higher tourism based attendance. These events may include more than three stages and/or sources of amplified sound, tents/canopies totaling up to 25,000 square feet, corporate signage, carnival rides, promotion specific vending, food, beverages and alcohol sales.  A competitive process may be used to determine the highest and best use of available City property.

A Major Event Period is a time recognized by the City Manager and proclaimed by the Mayor each year in the month of May, of a prolonged period of heightened activity within the community, based upon indicators of a viable market for community event activities where more than 50,000 attendees per day are estimated to attend and much of the city is impacted rather than a specific venue.

Submit in person or by certified mail to the Cultural Services Office no earlier than 330 days and no later than 270 days prior to event:
$1,500 non-refundable permit fee
Major Event Application

Event producer must secure applicable permits and an irrevocable letter of credit, surety bond, pay all fees due to the Cultural Services Office no later than 180 days prior to event.

Confer with the Cultural Services Office to finalize arrangements and provide a complete list of subcontractors. A written contract or letter of agreement from the talent agency or performer or person representing nationally recognized musicians who will appearing at the event will be submitted to the Cultural Services Office. Any cancellations or revisions must be submitted in writing and approved by the Cultural Services Office no later than 75 days prior to event

Community Event Producer must submit the number and type of event–related merchandise and the Tourism Event Producer must provide a list of promotion specific merchandise, and food and beverage vendors to be used during the event. Event producer must pay all fees due to the City and must provide the refundable cash bond to the Cultural Services Office no later than 30 days prior to event.
