Personal Leave

Personal leave days may be used for any purpose, including vacation, sickness, or other business, upon giving proper notification and receiving approval.

Personal leave hours are earned by permanent employees to allow them to be absent from work and still receive their regular wages. Employees earn personal leave hours for each full month of work. The accrual rate is based upon length of service.

Employee Fitness Center

The Employee Fitness Center is a facility of over 2,000 square feet of space provided to city employees to maintain their health and wellness through exercise. All permanent city employees are eligible to use the Fitness Center, free of charge, on their own time, 24 hours a day.

The Fitness Center contains a variety of resistance machines, free weights and weight training equipment plus stationary cycles, stair-steppers and treadmills for aerobic conditioning.

A physical Fitness Specialist is available at various hours to assist members with the development of individualized exercise plans, conduct fitness assessments and answer questions concerning wellness training and use of facility.
 

Life Insurance and Accidental Death and Dismemberment Insurance

The City of Daytona Beach provides Term Life Insurance to all eligible employees. Should death occur, whether on or off the job and while insured, an amount equal to one times the annual salary will be paid to the designated beneficiary.

In the event the death is the result of an accidental injury, an additional benefit of one times the annual salary or $25,000, whichever is greater, is paid to the designated beneficiary. This plan also pays benefits for accidental dismemberment and loss of sight.

The Term Life Insurance and Accidental Death and Dismemberment Plans are cost free to all eligible employees.


SUPPLEMENTAL LIFE/AD&D COVERAGE may be purchased by the employee for an additional one time the annual salary (or) two times the annual salary. The cost is based on age and income and may be paid through payroll deduction.

DEPENDENT TERM LIFE may be purchased by the employee on an eligible spouse and all eligible children.
 

Employee Assistance Program
The Employee Assistance Program enables employees and members of their household to solve personal or work related problems with the help of licensed professional counselors. This benefit is a completely separate and confidential counseling service.

Free and convenient counseling will address a variety of problems, which include: family issues, work-related stress, emotional and psychological problems, grief, and trauma counseling. Legal services and financial planning are also available.
 

Employee Health Facility
The Employee Health Facility is staffed by an Occupational Health Nurse who provides:

  • Emergency first aid to all employees injured on the job.
  • Health information and counseling of employees.
  • The monitoring of work environments for safety and health problems.
  • Promotion of wellness programs for all employees.

Health Care
The City offers its employees health care benefits and pays the premium for each eligible employee. Employees, choosing additional coverage for family members, pay the difference in weekly payroll deductions. The portion of coverage paid by the employee may be paid with pre-tax dollars.
 

Florida Retirement System

General employees participate in the Florida Retirement System (FRS).  FRS provides two plans: the Pension Plan,  a defined benefit and the Investment Plan,  a defined contribution plan. Participation and a 3% employee contribution of salary, on a pre-tax basis, are mandatory.  The City contributes the majority of the required cost.

Employees in the Pension Plan are eligible to retire at age 65 with full benefits, provided they have completed a minimum of 8 years of covered service, or at any age with 33 years of covered service.  An employee with 8 or more years of covered service may elect to retire prior to age 65, but with reduced benefits. 

The Investment Plan is an investment plan where contributions are deposited into an individual account.  Vesting occurs after 1 year of service.  The employee decides how the funds are invested.  This plan would appeal to mobile employees.
 

Deferred Compensation

Employees who wish to contribute to a supplemental retirement program are encouraged to join one of the City’s Deferred Compensation Plans.

Section 457 of the Internal Revenue Code allows employees to defer a certain portion of their income and invest that deferred income to provide them additional financial security at retirement. Income that is deferred reduces the current tax obligation, and the earnings on the investments also remain tax free until withdrawal.
 

Dental

All eligible employees may select a contributory dental plan to assist in the payment of dental expenses. Employees may also elect dependent coverage. Premiums are paid with pre-tax dollars through payroll deduction.
 

Long-Term Disability

Eligible employees may select an income protection plan that allows the employee to purchase a benefit equal to a percentage of his/her monthly salary in the event of an accident or illness that results in total disability, temporary or permanent. The cost of this insurance is based on age and income.
 

Daytona Beach Police and Fire Pension

This plan provides retirement benefits to all full time, certified Police and Fire personnel. Membership in this plan is mandatory and members must contribute a percentage of their base pay through payroll deduction on a pre-tax basis. The City also contributes to the plan based upon periodic actuarial valuation.

Employees are eligible for retirement upon the attainment of age 55 and the completion of 10 years of credited service or the completion of 20 years of Credited Service regardless of age. Service connected death and disability benefits are also provided.
 

Holidays

All permanent employees receive nine paid holidays each year. They are as follows:

  • New Year’s Day
  • Dr. Martin Luther King’s Birthday
  • Memorial Day
  • Independence Day
  • Labor Day
  • Thanksgiving
  • Christmas Day
  • Plus two additional days determined by the City Manager


Permanent full-time employees receive two additional days off; their BIRTHDAY and an EMPLOYEE APPRECIATION DAY which is the anniversary of their hire date.
